NATIONAL TASK FORCE FOR CHILDREN

In July 1995, HM King Hussein entrusted Queen Noor with the
establishment and Chairmanship of a National Task Force for Children (NTFC). The NTFC
monitors the condition and status of children in accordance with the Arab and
International Convention on the Rights of the Child and the National Plan of Action for
Children. It coordinates, collaborates with and brings together existing institutions
working in the field of child welfare through the National Coalition for Children (NCC),
which the Queen launched on the 8th of December 1997.

The NCC was established by the NTFC as a grassroots
forum to facilitate, initiate, sustain and accelerate the development of programs and
activities that will enhance children's rights and well-being. The NCC, whose membership
is voluntary and involves registering with the NTFC, brings together 520 representatives
of Jordanian governmental and non-governmental organizations, international agencies,
specialists and individuals working for the well being of children. The NTFC comprises a
Commission to help the NCC develop national policies for children and a Secretariat, which
has two technical departments: the Research and Data Base Center and the Information,
Education and Communication Unit to assist in formulating the NCC's strategies. The NTFC,
through its Research and Database Center for Children, is compiling comprehensive research
to highlight childrens unmet needs and rights and is disseminating data to all
concerned institutions. It is developing model action programs and has launched public
awareness campaigns to advocate their implementation.

The Task Force, in co-operation with the Ministry
of Social Development, other ministries, NGOs and specialists, has finalized the revisions
and development of a comprehensive draft Child Act that was submitted to parliament.
The
draft is currently under revision by the Legislation Court at the Prime
Ministry. The NTFC's aim is to have the Child
Law signed and officially ratified by the end of 1999. The NTFC has also completed
its study on child labor in Jordan, in collaboration with the Ministry of Labor and the
International Labor Organization, as well as its work on Jordans national report for
the United Nations Committee on the "International Convention on the Rights of the
Child."
The
Task Force, with the help of the United Nations Childrens Fund (UNICEF), has
established a training and child rights advocacy program, with particular emphasis on the
themes of the girl child, child abuse, and child labor. The project aims at raising public
awareness on the Arab and International Child Rights Conventions, and on the Jordanian
childrens survival, development, protection and participation rights. It will
mobilize fully and systematically the public and private mass media at all levels to
promote and support child rights. The training sessions covered different geographical
areas of the kingdom, where service providers and children programmers from various
sectors (.e.g. education, health, social, cultural, environment, ... etc.) were
introduced to the articles of the Convention on the Rights of the Child, their
significance, and how to integrate children's rights and welfare issues into school
curricula.

The Task Force, with the help of the United Nations
Childrens Fund (UNICEF), has established a training and child rights advocacy
program. It is also coordinating with the "Prevention of Child Abuse Unit" of
the Jordan River for Development Projects (JRDP) -- which is chaired by Her Majesty Queen
Rania -- to incorporate amendments to existing penal codes related to child abuse.
